The foundation's mission is to enable institutions to expand learning
and enrichment opportunities for all people. We do this by supporting
and sharing
effective ideas and practices. Our current objectives are
to strengthen education
leadership to improve student achievement; improve after-school learning
opportunities; and expand participation in arts and culture. |

The state-district
partnership is the centerpiece of LEADERS Count, a five-year,
$150-million commitment by the Wallace Foundation to place
quality leadership
at the core of school reform and to build a new field of knowledge that
helps improvements spread on a
broader scale. The objectives of LEADERS Count
are: to attract and
place a broader pool of able candidates for school leadership;
to strengthen the abilities of principals and superintendents to improve
learning; and to create conditions that allow principals and
superintendents to perform as effective leaders. |

Eugene
School District is located in Eugene, Oregon; it has a student
population of more than 17,000
students and has 45 schools. District 4J guiding principles
are: Do what's best for students. Continue to learn and grow.
Respect and care about each
other. The district believes by investing in students we are creating
the future. Our goal is to ensure that each and every student
experiences success and develops to his/her fullest potential. |

The district is currently conducting the "Everyone a Learner" project as
part of
the Wallace Foundation's national LEADERS Count initiative. The
"Everyone a
Learner" project is designed to help all students reach their potential
by: I) improving recruitment and professional development systems to
ensure that new administrators are of the highest caliber and
broadest representation; 2)
providing current
administrators with the skills to improve student learning; and
3) ensuring that support structures and policies strengthen successful
leadership and student learning. This publication is part of the
district's effort
to create greater leadership density in the district with the goal of
improving student achievement for all students. |

University of
Oregon, Administrative Licensure Program |
|
The Administrator Licensure program at the University of Oregon is
dedicated to preparing leaders to effectively design, provide, and
continuously improve effective K-K-12 educational systems. Collaboration
between nationally
recognized researchers, exemplary field-based administrators, affiliated
research
and outreach centers, and partner school districts has forged the
licensure program into an exceptional training opportunity. Programs are
built on the cohort model and involve collaborative teaching between
university faculty and practitioners integrating theory and practice. |

Administrator Licensure offers programs of study for the Initial
Administrator,
Continuing Administrator/Initial Superintendent, and
Continuing Superintendent
certification and may be integrated into the College's nationally ranked
academic graduate programs. The Administrator Licensure program
is dedicated to
developing the capabilities of school and district administrators to
advance a culture of professional practice to effectively create and
provide educational systems where all students succeed. The licensure
program is funded through UO's
Continuation Center who supported the project by contributing resources.
